Special District Formation, Representation, and Finance
Ms. Bear is a principal of White, Bear & Ankele. She was admitted to the Colorado Bar in 1994 and has been with the firm since 1997. Ms. Bear has practiced local government law and finance exclusively since 1995 and has organized and represented special districts for some of Colorado’s premier commercial and residential projects. She has worked with a significant number of governing jurisdictions in Colorado and has developed or assisted in the creation of cutting edge approaches to structuring special districts and special district financing. Prior to her experience in local government law, Ms. Bear served as a law clerk on the Colorado Supreme Court for Chief Justice Luis D. Rovira.
