Special District Formation, Representation, and Finance
Mr. Rowley is a principal of White, Bear & Ankele. He was admitted to the Colorado Bar in 1999, was admitted to the Utah Bar in 2000, and first joined the firm in 1999. Mr. Rowley focuses his practice on formation and representation of special districts and also has significant experience in real property transactions, public-private partnerships, construction bidding and contracting, elections, contract negotiations, cost-share agreements, statutory compliance, and TABOR compliance.
